       (Dean) recommended the following:
       
    1         Senate Amendment (with directory and title amendments)

    4  insert:
    5         (12) This section does not limit the authority of the
    6  Department of Environmental Protection or a water management
    7  district to adopt rules or issue orders requiring fertilizer
    8  practices that are necessary to achieve compliance with
    9  applicable water quality standards or to implement federally
   10  authorized or delegated programs.
