Economic Development; Authorizes EFI to establish statewide golf trail; requires EFI to cooperate with various entities; requires EFI to designate proprietary name for statewide golf trail; authorizes EFI to license name & receive compensation for such licensing; requires EFI to maintain & protect name, brand, proprietary marks, & intellectual property of statewide golf trail in specified manner; encourages EFI to enter into certain licensing arrangements or contracts; prohibits EFI from accepting certain financial responsibility or liability for statewide golf trail; directs various economic development & tourism promotion agencies to support statewide golf trail; requires EFI to submit annual report to Legislature on statewide golf trail; revises definitions of terms "qualified active low-income community business" & "qualified investment" for purposes of New Markets Development Program Act; exempts from ad valorem taxation golf course property donated to state, local government, or nonprofit organization for use by public for specified purposes; authorizes owners of golf course property to donate or retain vested or permitted rights in property.
