       The Committee on Budget (Joyner) recommended the following:
       
    1         Senate Amendment (with title amendment)
    2  
    3         Delete lines 679 - 690
    4  and insert:
    5  of racial profiling. When a law enforcement officer issues a
    6  citation for a violation of this section, the law enforcement
    7  officer must record the race and ethnicity of the violator. All
    8  law enforcement agencies must maintain such information and
    9  forward the information to the department in a form and manner
   10  determined by the department. The department shall collect this
   11  information by jurisdiction and annually report the data to the
   12  custodian of state records and make the report electronically
   13  available to the public Governor, the President of the Senate,
   14  and the Speaker of the House of Representatives. The report must
   15  show separate statewide totals for the state’s county sheriffs
   16  and municipal law enforcement agencies, state law enforcement
   17  agencies, and state university law enforcement agencies.
