       The Committee on Commerce and Tourism (Flores) recommended the
       following:
       
    1         Senate Amendment (with title amendment)

    4  and insert:

    6  party. Consistent with the intent of the Workforce Investment
    7  Act, regional workforce boards should provide the greatest
    8  possible choice of training providers to those who qualify for
    9  training services. A regional workforce board may not restrict
   10  the choice of training providers based upon cost, location, or
   11  historical training arrangement. A board, however, may restrict
   12  the amount of training resources available to any one client.
   13  Such restrictions may vary based upon the cost of training in
   14  the client’s chosen occupational area. The regional workforce
   15  board may be designated as a one-
