    1                        A bill to be entitled                      
    2         An act relating to postsecondary education; requiring
    3         that the Higher Education Coordinating Council review
    4         and evaluate the current higher education governance
    5         structure in this state and make recommendations to
    6         the Legislature for potential revisions to the higher
    7         education delivery system; requiring that the council
    8         report its findings and recommendations to the
    9         Governor and Legislature; providing an effective date.

   11  Be It Enacted by the Legislature of the State of Florida:
   12  
   13         Section 1. The Higher Education Coordinating Council,
   14  created pursuant to s. 1004.015, Florida Statutes, shall review
   15  and evaluate the current higher education governance structure
   16  in this state and shall make recommendations to the Legislature
   17  regarding potential revisions to the higher education delivery
   18  system to improve student services, access, affordability, and
   19  accountability. At a minimum, the council shall consider
   20  academic offerings, fiscal efficiencies, and regional
   21  demographics. The council shall consider the potential to create
   22  an intermediate structure of institutions that are not part of
   23  the Florida College System or the State University System by
   24  making university branch campuses independent, combining
   25  university branch campuses with colleges, transferring certain
   26  colleges to the intermediate structure, or creating new
   27  institutions. The council shall report its findings and
   28  recommendations to the Governor, the President of the Senate,
   29  and the Speaker of the House of Representatives.
   30         Section 2. This act shall take effect upon becoming a law.
