Agricultural Lands; Adding criteria under which an amendment to a local government land use plan is presumed not to be urban sprawl; adding presumptions that the same land use designation is appropriate for a parcel abutted by land having only one land use designation and that negotiation is not required in that circumstance; revising the definition of the term “agricultural enclave” for purposes of the Community Planning Act, etc.
