       The Committee on Criminal Justice (Bennett) recommended the
       following:
       
    1         Senate Amendment (with title amendment)
    2  
    3         Delete lines 119 - 132
    4  and insert:
    5         4)(a) Each district school board shall enter into
    6  agreements with the county sheriff’s office and local police
    7  department specifying guidelines for ensuring that acts that
    8  pose a serious threat to school safety, whether committed by a
    9  student or adult, are reported to a law enforcement agency.
   10         (b) The agreements must prescribe: include
   11         1. The role of school resource officers, if applicable, in
   12  handling reported incidents that pose a serious threat to school
   13  safety;,
   14         2. The circumstances in which those misdemeanor offenses
   15  that do not pose a serious threat to school safety officials may
   16  be handled through alternatives to arrest with the victim’s
   17  consent, if applicable; and handle incidents without filing a
   18  report with a law enforcement agency, and a procedure for
   19  ensuring that school personnel properly report appropriate
   20  delinquent acts and crimes.
   21         3. The circumstances and incidents of petty misconduct that
   22  school officials shall handle without filing a report with a law
   23  enforcement agency.
