A bill to be entitled
2An act relating to concealed weapons or firearms;
3creating s. 790.062, F.S.; providing that otherwise
4qualified members and veterans of the United States
5Armed Forces be issued a concealed weapon or firearm
6license regardless of age or United States residency
7in certain circumstances; providing additional methods
8for the taking of fingerprints from such license
9applicants; amending s. 790.015, F.S.; providing that
10members and veterans of the United States Armed Forces
11be granted reciprocity regardless of age; providing an
12effective date.

14Be It Enacted by the Legislature of the State of Florida:
15
16     Section 1.  Section 790.062, Florida Statutes, is created
17to read:
18     790.062  Members and veterans of United States Armed
19Forces; exceptions from licensure provisions.-
20     (1)  Notwithstanding s. 790.06(2)(b), the Department of
21Agriculture and Consumer Services shall issue a license to carry
22a concealed weapon or firearm under s. 790.06 if the applicant
23is otherwise qualified and:
24     (a)  Is a servicemember, as defined in s. 250.01; or
25     (b)  Is a veteran of the United States Armed Forces who was
26discharged under honorable conditions.
27     (2)  The Department of Agriculture and Consumer Services
28shall accept fingerprints of an applicant under this section
29administered by any law enforcement agency, military provost, or
30other military unit charged with law enforcement duties or as
31otherwise provided for in 790.06(5)(c).
32     Section 2.  Section 790.015, Florida Statutes, is amended
33to read:
34     790.015  Nonresidents who are United States citizens and
35hold a concealed weapons license in another state; reciprocity.-
36     (1)  Notwithstanding s. 790.01, a resident of the United
37States who is a nonresident of Florida may carry a concealed
38weapon or concealed firearm while in this state if the
39nonresident:
40     (a)  Is 21 years of age or older.; and
41     (b)  Has in his or her immediate possession a valid license
42to carry a concealed weapon or concealed firearm issued to the
43nonresident in his or her state of residence.
44     (c)  Is a resident of the United States.
45     (2)  A nonresident is subject to the same laws and
46restrictions with respect to carrying a concealed weapon or
47concealed firearm as a resident of Florida who is so licensed.
48     (3)  If the resident of another state who is the holder of
49a valid license to carry a concealed weapon or concealed firearm
50issued in another state establishes legal residence in this
51state by:
52     (a)  Registering to vote;, or
53     (b)  Making a statement of domicile pursuant to s. 222.17;,
54or
55     (c)  Filing for homestead tax exemption on property in this
56state,

58the license shall remain in effect for 90 days following the
59date on which the holder of the license establishes legal state
60residence.
61     (4)  This section applies only to nonresident concealed
62weapon or concealed firearm licenseholders from states that
63honor Florida concealed weapon or concealed firearm licenses.
64     (5)  The requirement of paragraph (1)(a) does not apply to
65a person who:
66     (a)  Is a servicemember, as defined in s. 250.01; or
67     (b)  Is a veteran of the United States Armed Forces who was
68discharged under honorable conditions.
69     Section 3.  This act shall take effect upon becoming a law.
