Medicaid Managed Care; Authorizes AHCA to extend or modify certain contracts with behavioral health care providers; removes expiration of authority of agency to impose fines against entities under contract with department; directs agency to calculate medical loss ratio for managed care plans; specifies that contracts necessary to administer Medicaid program are not rules & are not subject to APA; modifies preference for plans with in-state operations; requires managed care plan to inform enrollee of importance of having primary care provider; modifies requirements for participation by certain Medicare plans; requires contracts to meet certain standards; sets enrollment requirements; revises requirements for participation by Medicare Advantage Special Needs Plans.
