Voluntary Prekindergarten Education Program; Requires that prekindergarten instructors in school-year prekindergarten programs delivered by private providers & public schools meet new professional credentialing requirements beginning July 1, 2015; repeals provisions relating to aspirational goals for professional credentials of prekindergarten instructors.
