2An act relating to disabled parking permits; amending
3s. 320.0848, F.S.; requiring a disabled parking permit
4placard to display the person's image; providing an
5effective date.

7Be It Enacted by the Legislature of the State of Florida:
8
9     Section 1.  Paragraph (a) of subsection (2) and paragraph
10(a) of subsection (3) of section 320.0848, Florida Statutes, are
11amended to read:
12     320.0848  Persons who have disabilities; issuance of
13disabled parking permits; temporary permits; permits for certain
14providers of transportation services to persons who have
15disabilities.-
16     (2)  DISABLED PARKING PERMIT; PERSONS WITH LONG-TERM
17MOBILITY PROBLEMS.-
18     (a)  The disabled parking permit is a placard that can be
19placed in a motor vehicle so as to be visible from the front and
20rear of the vehicle. Each side of the placard must have the
21international symbol of accessibility in a contrasting color in
22the center so as to be visible. One side of the placard must
23display a color photograph or digital image of the applicant and
24the applicant's driver driver's license number or state
25identification card number along with a warning that the
26applicant must have such identification at all times while using
27the parking permit. In those cases where the severity of the
28disability prevents a disabled person from physically visiting
29or being transported to a driver license or tax collector office
30to obtain a driver driver's license or identification card, a
31certifying physician may sign the exemption section of the
32department's parking permit application to exempt the disabled
33person from being issued a driver driver's license or
34identification card for the number to be displayed on the
35parking permit. A validation sticker must also be issued with
36each disabled parking permit, showing the month and year of
37expiration on each side of the placard. Validation stickers must
38be of the size specified by the Department of Highway Safety and
39Motor Vehicles and must be affixed to the disabled parking
40permits. The disabled parking permits must use the same colors
41as license plate validations.
42     (3)  DISABLED PARKING PERMIT; TEMPORARY.-
43     (a)  The temporary disabled parking permit is a placard of
44a different color from the color of the long-term disabled
45parking permit placard, and must clearly display the date of
46expiration in large print and with color coding, but is
47identical to the long-term disabled parking permit placard in
48all other respects, including, but not limited to, the inclusion
49of a color photograph or digital image of the applicant and a
50state identification card number or driver driver's license
51number on one side of the temporary permit. The temporary
52disabled parking permit placard must be designed to
53conspicuously display the expiration date of the permit on the
54front and back of the placard.
55     Section 2.  This act shall take effect July 1, 2012.
