       Senator Siplin moved the following:
       
    1         Senate Amendment (with title amendment)
    2  
    3         Delete everything after the enacting clause
    4  and insert:
    5         Section 1. (1) A district school board may adopt a policy
    6  allowing an inspirational message to be delivered by students at
    7  a student assembly. The policy must provide that:
    8         (a) Students who are responsible for organizing any
    9  student-led portion of a student assembly shall:
   10         1. Have sole discretion in determining whether an
   11  inspirational message is to be delivered.
   12         2. Choose the student volunteers who will deliver an
   13  inspirational message. The student volunteers shall be solely
   14  responsible for the preparation and content of the inspirational
   15  message.
   16         (b) School district personnel may not:
   17         1. Participate in, or otherwise influence, the
   18  determination of whether an inspirational message is to be
   19  delivered or select the student volunteers who will deliver the
   20  inspirational message.
   21         2. Monitor or otherwise review the content of a student
   22  volunteer’s inspirational message.
   23         (2) The purpose of this section is to provide students with
   24  the opportunity for formal or ceremonious observance of an
   25  occasion or event.
   26         Section 2. This act shall take effect July 1, 2012.

   29         And the title is amended as follows:
   30         Delete everything before the enacting clause
   31  and insert:
   32                        A bill to be entitled                      
   33         An act relating to education; authorizing a district
   34         school board to adopt a policy that allows an
   35         inspirational message to be delivered by students at a
   36         student assembly; providing policy requirements;
   37         providing purpose; providing an effective date.
