Florida Senate - 2013 CS for SB 980 By the Committee on Education; and Senator Flores 581-02607-13 2013980c1 1 A bill to be entitled 2 An act relating to public school personnel; providing 3 requirements for the performance evaluation of 4 personnel for purposes of the performance salary 5 schedule; providing an effective date. 6 7 Be It Enacted by the Legislature of the State of Florida: 8 9 Section 1. Notwithstanding any provision of law to the 10 contrary, for purposes of the performance salary schedule in s. 11 1012.22, Florida Statutes, and personnel evaluation procedures 12 and criteria in s. 1012.34, Florida Statutes: 13 (1) At least 50 percent of a classroom teacher’s 14 performance evaluation shall be based on the student learning 15 growth, or student achievement if student learning growth cannot 16 be measured, that solely reflects such growth or achievement of 17 the students assigned to that teacher, and the remaining portion 18 shall be based on factors identified in district-determined, 19 state-approved evaluation system plans. 20 (2) The student performance data used in the performance 21 evaluation of nonclassroom instructional personnel shall be 22 based on student outcome data that reflects the actual 23 contribution of such personnel to the performance of the 24 students assigned to the individual in the individual’s areas of 25 responsibility. 26 (3) For purposes of the performance salary schedule in s. 27 1012.22, Florida Statutes, the student assessment data in the 28 performance evaluation must be from statewide assessments or 29 district-determined assessments as required in s. 1008.22(8), 30 Florida Statutes, in the subject areas taught. 31 Section 2. This act shall take effect July 1, 2013.
