Subsections (13) and (14) are added to section 6 373.406, Florida Statutes, to read: 7 373.406 Exemptions.—The following exemptions shall apply: 8 (13) Nothing in this part, or in any rule, regulation, or 9 order adopted pursuant to this part, applies to construction, 10 alteration, operation, or maintenance of any wholly owned, 11 manmade farm ponds as defined in s. 403.927 constructed entirely 12 in uplands. 13 (14) Nothing in this part, or in any rule, regulation, or 14 order adopted pursuant to this part, may require a permit for 15 activities affecting wetlands created solely by the unauthorized 16 flooding or interference with the natural flow of surface water 17 caused by an unaffiliated adjoining landowner.
