The Florida Transportation Commission shall 6 conduct a study of the potential for the state to obtain revenue 7 from any parking meters or other parking time-limit devices that 8 regulate designated parking spaces located within or along the 9 right-of-way limits of a state road. The commission may retain 10 such experts as are reasonably necessary to complete the study, 11 and the department shall pay the expenses of such experts. On or 12 before August 31, 2013, each municipality and county that 13 receives revenue from any parking meters or other parking time 14 limit devices that regulate designated parking spaces located 15 within or along the right-of-way limits of a state road shall 16 provide the commission a written inventory of the location of 17 each such meter or device and the total revenue collected from 18 such locations during the last 3 fiscal years. Each municipality 19 and county shall at the same time inform the commission of any 20 pledge or commitment by the municipality or county of such 21 revenues to the payment of debt service on any bonds or other 22 debt issued by the municipality or county. The commission shall 23 consider the information provided by the municipalities and 24 counties, together with such other matters as it deems 25 appropriate, including, but not limited to, the use of variable 26 rate parking, and shall develop policy recommendations regarding 27 the manner and extent that revenues generated by regulating 28 parking within the right-of-way limits of a state road may be 29 allocated between the department and municipalities and 30 counties. The commission shall develop specific recommendations 31 concerning the allocation of revenues generated by meters or 32 devices regulating such parking that were installed before July 33 1, 2013, and the allocation of revenues that may be generated by 34 meters or devices installed thereafter. The commission shall 35 complete the study and provide a written report of its findings 36 and conclusions to the Governor, the President of the Senate, 37 the Speaker of the House of Representatives, and the chairs of 38 each of the appropriations committees of the Legislature by 39 October 31, 2013. 40 (2) The Legislature finds that preservation of the status 41 quo pending the commission’s study and the Legislature’s review 42 of the commission’s report is appropriate and desirable. From 43 July 1, 2013, through July 1, 2014, no county or municipality 44 shall install any parking meters or other parking time-limit 45 devices that regulate designated parking spaces located within 46 or along the right-of-way limits of a state road. This 47 subsection does not prohibit the replacement of meters or 48 similar devices installed before July 1, 2013, with new devices 49 that regulate the same designated parking spaces. 50 51 ================= T I T L E A M E N D M E N T ================ 52 And the title is amended as follows: 53 Delete line 398 54 and insert: 55 prohibition; requiring the Florida Transportation 56 Commission to study the potential for state revenue 57 from parking meters and other parking time-limit 58 devices; authorizing to commission to retain experts; 59 requiring the department to pay for the experts; 60 requiring certain information from municipalities and 61 counties; requiring certain information to be 62 considered in the study; requiring a written report; 63 providing for a moratorium on new parking meters of 64 other parking time-limit devices on the state right 65 of-way; providing an exception; providing effective 66 dates.
