       The Committee on Health Policy (Bean) recommended the following:
       
    1         Senate Amendment (with title amendment)
    2  
    3         Delete lines 73 - 78
    4  and insert:
    5  
    6  authorized procedures. Notwithstanding the requirements of
    7  paragraph (4)(d), the department shall adopt rules that specify
    8  required methods for determination and approval of patient
    9  eligibility and referral by government contractors and
   10  providers. The rules adopted by the department pursuant to this
   11  subsection shall give providers the greatest flexibility
   12  possible in order to serve eligible patients. The department
   13  shall retain review and oversight authority of the patient
   14  eligibility and referral determination. and the contractual
   15  conditions under which a health care provider may perform the
   16  patient eligibility and referral process on behalf of the
   17  department. These rules

   20         And the title is amended as follows:
   21         Delete lines 11 - 14
   22  and insert:
   23  
   24         to a specified amount; providing that any rule adopted
   25         by the department give providers the greatest
   26         flexibility possible in order to serve eligible
   27         patients; providing an effective date.
