       The Committee on Judiciary (Ring) recommended the following:
       
    1         Senate Amendment 
    2  
    3         Delete lines 308 - 329
    4  and insert:
    5  acting on their behalf. The clerk of court may provide the
    6  requested public record in an electronic format in lieu of a
    7  paper format if the requesting entity is capable of accessing
    8  such public record electronically.
    9         (2) Notwithstanding any other provision of this chapter or
   10  law to the contrary, judges and those court staff acting on
   11  behalf of judges, state attorneys, guardians ad litem, public
   12  guardians, attorneys ad litem, court-appointed private counsel,
   13  criminal conflict and civil regional counsel, and public
   14  defenders, and state agencies, while acting in their official
   15  capacity, and state agencies, are exempt from all court-related
   16  fees and charges assessed by the clerks of the circuit courts.
   17         (3) The exemptions from fees or charges provided in this
   18  section apply only to state agencies and state entities and the
   19  party represented by the agency or entity.
