       The Committee on Ethics and Elections (Sobel) recommended the
       following:
       
    1         Senate Amendment 
    2  
    3         Delete lines 242 - 245
    4  and insert:
    5         (1) As used in this section, the term “public officer”
    6  includes any person who is elected to state or local office or,
    7  for the period of his or her candidacy, any person who has
    8  qualified as a candidate for state or local office.
