       Senator Brandes moved the following:
       
    1         Senate Amendment to Amendment (740626) (with title
    2  amendment)

    4         Between lines 2655 and 2656
    5  insert:
    6         Section 60. Section 348.53, Florida Statutes, is amended to
    7  read:
    8         348.53 Purposes of the authority.—The authority is created
    9  for the purposes and shall have power to construct, reconstruct,
   10  improve, extend, repair, maintain, and operate the expressway
   11  system. It is hereby found and declared that such purposes are,
   12  in all respects, for the benefit of the people of the State of
   13  Florida, City of Tampa, and the County of Hillsborough, for the
   14  increase of their pleasure, convenience, and welfare, for the
   15  improvement of their health, to facilitate transportation,
   16  including managed lanes and other transit supporting facilities,
   17  excluding rail or other rail related facilities, for their
   18  recreation and commerce, and for the common defense. The
   19  authority shall be performing a public purpose and a
   20  governmental function in carrying out its corporate purpose and
   21  in exercising the powers granted herein.
   22         Section 61. Subsections (3) and (4) of section 348.565,
   23  Florida Statutes, are amended to read:
   24         348.565 Revenue bonds for specified projects.—The existing
   25  facilities that constitute the Tampa-Hillsborough County
   26  Expressway System are hereby approved to be refinanced by
   27  revenue bonds issued by the Division of Bond Finance of the
   28  State Board of Administration pursuant to s. 11(f), Art. VII of
   29  the State Constitution and the State Bond Act or by revenue
   30  bonds issued by the authority pursuant to s. 348.56(1)(b). In
   31  addition, the following projects of the Tampa-Hillsborough
   32  County Expressway Authority are approved to be financed or
   33  refinanced by the issuance of revenue bonds in accordance with
   34  this part and s. 11(f), Art. VII of the State Constitution:
   35         (3) Lee Roy Selmon Crosstown Expressway System widening.
   36         (4) The connector highway linking the Lee Roy Selmon
   37  Crosstown Expressway to Interstate 4.

   40         And the title is amended as follows:
   41         Delete line 4722
   42  and insert:
   43         associated with the bonds; amending s. 348.53, F.S.;
   44         authorizing the Tampa-Hillsborough County Expressway
   45         Authority to facilitate transportation, including
   46         managed lanes and other transit supporting facilities,
   47         excluding rail or other rail related facilities;
   48         amending s. 348.565, F.S.; revising the name of the
   49         Lee Roy Selmon Crosstown Expressway; amending ss.
   50         348.751 and
