Subsection (2) of section 1012.2315, Florida 7 Statutes, is amended to read: 8 1012.2315 Assignment of teachers.— 9 (2) ASSIGNMENT TO SCHOOLS GRADED “D” or “F”.— 10 (a) A school districtdistrictsmay not assign a higher 11 percentage than the school district average of temporarily 12 certified teachers, teachers in need of improvement, or out-of 13 field teachers to schools graded “D” or “F” pursuant to s. 14 1008.34. 15 (b)1. Beginning July 1, 2014, a school district may assign 16 an individual newly hired as instructional personnel to a school 17 that has earned a grade of “F” in the previous year or any 18 combination of three consecutive grades of “D” or “F” in the 19 previous 3 years pursuant to s. 1008.34 if the individual: 20 a. Has received an effective rating or highly effective 21 rating in the immediate prior year’s performance evaluation 22 pursuant s. 1012.34; 23 b. Has successfully completed or is enrolled in a teacher 24 preparation program pursuant to s. 1004.04, s. 1004.85, or s. 25 1012.56, or a teacher preparation program specified in State 26 Board of Education rule, is provided with high quality mentoring 27 during the first 2 years of employment, holds a certificate 28 issued pursuant to s. 1012.56, and holds a probationary contract 29 pursuant to s. 1012.335(2)(a); or 30 c. Holds a probationary contract pursuant to s. 31 1012.335(2)(a), holds a certificate issued pursuant to s. 32 1012.56, and has successful teaching experience, and if, in the 33 judgment of the school principal, students would benefit from 34 the placement of that individual. 35 2. As used in this paragraph, the term “mentoring” includes 36 the use of student achievement data combined with at least 37 monthly observations to improve the educator’s effectiveness in 38 improving student outcomes. Mentoring may be provided by a 39 school district, a teacher preparation program approved pursuant 40 to s. 1004.04, s. 1004.85, or s. 1012.56, or a teacher 41 preparation program specified in State Board of Education rule. 42 3. The State Board of Education shall adopt rules under ss. 43 120.536(1) and 120.54 to implement this paragraph. 44 45 Each school district shall annually certify to the Commissioner 46 of Education that the requirements in this subsection have 47requirement hasbeen met. If the commissioner determines that a 48 school district is not in compliance with this subsection, the 49 State Board of Education shall be notified and shall take action 50 pursuant to s. 1008.32 in the next regularly scheduled meeting 51 to require compliance. 52 53 ================= T I T L E A M E N D M E N T ================ 54 And the title is amended as follows: 55 Delete lines 389 - 433 56 and insert: 57 An act relating to education; amending s. 243.52, 58 F.S.; expanding the definition of the term “project” 59 as it relates to the Higher Educational Facilities 60 Financing Act; amending s. 1001.03, F.S.; prohibiting 61 the State Board of Education from approving Florida 62 College System institution baccalaureate degree 63 program proposals between specified dates; amending s. 64 1004.32, F.S.; revising the mission and goals of the 65 New College of Florida; requiring the New College of 66 Florida to establish a specified master’s degree 67 program; amending s. 1007.33, F.S.; prohibiting the 68 Board of Trustees of the St. Petersburg College from 69 establishing new baccalaureate degree programs between 70 specified dates; amending s. 1009.531, F.S.; providing 71 that the initial award and renewal period for students 72 who are unable to accept an initial award immediately 73 after completion of high school due to a full-time 74 religious or service obligation begins upon the 75 completion of the religious or service obligation; 76 requiring verification from the entity for which the 77 student completed such obligation; amending ss. 78 1009.534, 1009.535, and 1009.536, F.S.; requiring a 79 student, as a prerequisite for the Florida Academic 80 Scholars award, the Florida Medallion Scholars award, 81 or the Florida Gold Seal Vocational Scholars award, to 82 identify a social or civic issue or a professional 83 area of interest and develop a plan for his or her 84 personal involvement in addressing the issue or 85 learning about the area; prohibiting the student from 86 receiving remuneration or academic credit for the 87 volunteer service work performed; providing examples 88 of volunteer service work; requiring that the hours of 89 volunteer service work performed be documented in 90 writing and the document be signed by the student, the 91 student’s parent or guardian, and a representative of 92 the organization for which the student performed the 93 volunteer service work; deleting obsolete provisions; 94 amending s. 1009.55, F.S.; increasing the annual 95 maximum number of scholarships that may be awarded in 96 the Rosewood Family Scholarship Program; increasing 97 the annual maximum award amount per student; amending 98 s. 1007.271, F.S.; prohibiting a school district from 99 paying for any costs incurred for summer term dual 100 enrollment courses; amending s. 1012.2315, F.S.; 101 authorizing a school district to assign to a school 102 that has earned failing grades certain newly hired 103 instructional personnel; providing for retroactive
