1 A bill to be entitled
2 An act relating to the school health services program;
3 amending s. 381.0056, F.S.; requiring each county
4 health department to develop a school-located
5 influenza vaccination program, subject to available
6 funds; providing the purpose of the program;
7 authorizing a county health department to contract
8 with local health care practitioners or a private
9 entity to administer the program; requiring a part
10 time school staff person to facilitate the program at
11 each school; providing for training, support, and
12 compensation of such person; requiring an evaluation
13 of the program; requiring evaluation data to be
14 provided to each county health department, the
15 Department of Health, and the public; providing an
16 effective date.

18 Be It Enacted by the Legislature of the State of Florida:
19
20 Section 1. Subsection (4) of section 381.0056, Florida
21 Statutes, is amended to read:
22 381.0056 School health services program.—
23 (4)(a) Each county health department shall develop, jointly
24 with the district school board and the local school health
25 advisory committee, a school health services plan; and the plan
26 must include, at a minimum, provisions for:
27 1. Health appraisal;
28 2. Records review;
29 3. Nurse assessment;
30 4. Nutrition assessment;
31 5. A preventive dental program;
32 6. Vision screening;
33 7. Hearing screening;
34 8. Scoliosis screening;
35 9. Growth and development screening;
36 10. Health counseling;
37 11. A school-located influenza vaccination program pursuant
38 to paragraph (c);
39 12.11. Referral and followup of suspected or confirmed
40 health problems by the local county health department;
41 13.12. Meeting emergency health needs in each school;
42 14.13. County health department personnel to assist school
43 personnel in health education curriculum development;
44 15.14. Referral of students to appropriate health
45 treatment, in cooperation with the private health community
46 whenever possible;
47 16.15. Consultation with a student’s parent or guardian
48 regarding the need for health attention by the family physician,
49 dentist, or other specialist when definitive diagnosis or
50 treatment is indicated;
51 17.16. Maintenance of records on incidents of health
52 problems, corrective measures taken, and such other information
53 as may be needed to plan and evaluate health programs; except,
54 however, that provisions in the plan for the maintenance of
55 health records of individual students must be in accordance with
56 s. 1002.22;
57 18.17. Health information that which will be provided by
58 the school health nurses, as when necessary, regarding the
59 placement of students in exceptional student programs and the
60 reevaluation at periodic intervals of students placed in such
61 programs; and
62 19.18. Notification to the local nonpublic schools of the
63 school health services program and the opportunity for
64 representatives of the local nonpublic schools to participate in
65 the development of the cooperative health services plan.
66 (b) Each school health advisory committee must, at a
67 minimum, include members who represent the eight component areas
68 of the Coordinated School Health model as defined by the Centers
69 for Disease Control and Prevention. School health advisory
70 committees are encouraged to address the eight components of the
71 Coordinated School Health model in the school district’s school
72 wellness policy pursuant to s. 1003.453.
73 (c) Each county health department shall, subject to
74 availability of funds, develop a school-located influenza
75 vaccination program. The purpose of the program is to offer all
76 public and nonpublic school children an influenza vaccination at
77 no cost to their families.
78 1. A county health department may contract with local
79 health care practitioners or a private entity to administer the
80 program.
81 2. Each school shall appoint a part-time school staff
82 person as an influenza immunization coordinator to facilitate
83 the program. The county health department shall train, support,
84 and compensate such person.
85 3. The University of Florida Emerging Pathogens Institute
86 shall provide training and support for the influenza
87 immunization coordinators and conduct a formative evaluation to
88 monitor immunization rates and a summative evaluation to
89 determine the impact of the program on influenza illness in
90 children and adults in the community. The institute shall
91 provide a summary of the evaluation data to each county health
92 department, the department, and the public.
93 Section 2. This act shall take effect July 1, 2014.
