    1                        A bill to be entitled                      
    2         An act relating to public school curricular standards
    3         and assessments; prohibiting the State Board of
    4         Education from continuing to implement the common core
    5         standards until certain requirements are met;
    6         providing requirements for the adoption or revision of
    7         curricular standards; requiring the state to withdraw
    8         from the Partnership for Assessment of Readiness for
    9         College and Careers; prohibiting the state from
   10         implementing assessments aligned to common core
   11         standards by the partnership; requiring the state to
   12         adopt and implement new assessments; prohibiting the
   13         state board from entering into certain agreements;
   14         providing an effective date.
   15          
   16  Be It Enacted by the Legislature of the State of Florida:
   17  
   18         Section 1. Public school curricular standards and
   19  assessments.—
   20         (1) Notwithstanding any other provision of law, the State
   21  Board of Education may not continue to implement the common core
   22  standards in English Language Arts and mathematics, adopted by
   23  the state board as part of the Next Generation Sunshine State
   24  Standards, until the following occurs:
   25         (a) The state board holds at least one public hearing in
   26  each congressional district of the state, with at least one
   27  member of the state board in attendance at each hearing, at
   28  which public testimony is taken on the implementation of the
   29  common core standards in the state’s public schools.
   30         (b) A fiscal analysis of the projected cost of
   31  implementation of the common core standards is presented to the
   32  state board. The Department of Education shall contract with an
   33  independent entity with expertise in the development,
   34  implementation, and assessment of curricular standards to
   35  conduct the fiscal analysis.
   36         (2) Notwithstanding any other provision of law, the State
   37  Board of Education may not adopt or revise curricular standards
   38  in a manner that would effectively implement the common core
   39  standards until the requirements of subsection (1) are met.
   40  Before adopting or revising curricular standards, the state
   41  board must compare the common core standards to other nationally
   42  recognized standards of student achievement. The state board may
   43  not adopt common core standards in curricular areas other than
   44  English Language Arts and mathematics.
   45         (3) This state shall withdraw from the Partnership for
   46  Assessment of Readiness for College and Careers (PARCC) and may
   47  not implement the assessments aligned to the common core
   48  standards by the partnership. Instead, the state shall adopt and
   49  implement new assessments that provide valid, reliable, and
   50  timely testing of student performance.
   51         (4) The State Board of Education may not enter into or
   52  renew an agreement that cedes to an outside entity control over
   53  curricular standards or assessments.
   54         Section 2. This act shall take effect upon becoming a law.
