    1                        A bill to be entitled                      
    2         An act relating to public school improvement; amending
    3         s. 1008.33, F.S.; requiring the Department of
    4         Education to fund the intervention and support
    5         strategies for schools earning a grade of “D” or “F”;
    6         providing an effective date.

    8  Be It Enacted by the Legislature of the State of Florida:

   10         Section 1. Paragraph (c) of subsection (3) of section
   11  1008.33, Florida Statutes, is amended to read:
   12         1008.33 Authority to enforce public school improvement.—
   13         (3)
   14         (c) The state board shall adopt by rule a differentiated
   15  matrix of intervention and support strategies for assisting
   16  traditional public schools identified under this section and
   17  rules for implementing s. 1002.33(9)(n), relating to charter
   18  schools. The intervention and support strategies must be funded
   19  by the department, address student performance, and may include
   20  improvement planning, leadership quality improvement, educator
   21  quality improvement, professional development, curriculum
   22  alignment and pacing, and the use of continuous improvement and
   23  monitoring plans and processes. In addition, the state board may
   24  prescribe reporting requirements to review and monitor the
   25  progress of the schools. The rule must define the intervention
   26  and support strategies for school improvement for schools
   27  earning a grade of “D” or “F” and the roles for the district and
   28  department. The rule must shall differentiate among schools
   29  earning consecutive grades of “D” or “F,” or a combination
   30  thereof, and provide for more intense monitoring, intervention,
   31  and support strategies for these schools.
   32         Section 2. This act shall take effect July 1, 2014.
