The Committee on Appropriations (Hays) recommended the
following:

5 and insert:
6 Section 34. Section 409.16713, Florida Statutes, is
7 transferred and renumbered as section 409.991, Florida Statutes,
8 and amended to read:
9 409.991 409.16713 Allocation of funds for community-based
10 care lead agencies.—
11 (1) As used in this section, the term:
12 (a) “Core services funding” means all funds allocated to
13 community-based care lead agencies operating under contract with
14 the department pursuant to s. 409.1671, with the following
15 exceptions:
16 1. Funds appropriated for independent living;
17 2. Funds appropriated for maintenance adoption subsidies;
18 3. Funds allocated by the department for protective
19 investigations training;
20 4. Nonrecurring funds;
21 5. Designated mental health wrap-around services funds; and
22 6. Funds for special projects for a designated community
23 based care lead agency.
24 (a)(b) “Funding Equity allocation model” means an
25 allocation model that uses the following factors:
26 1. Proportion of children in poverty;
27 1.2. Proportion of child abuse hotline workload; and
28 2.3. Proportion of children in care; and
29 4. Proportion of contribution in the reduction of out-of
30 home care.
31 (c) “Proportion of children in poverty” means the average
32 of the proportion of children in the geographic area served by
33 the community-based care lead agency based on the following
34 subcomponents:
35 1. Children up to 18 years of age who are below the poverty
36 level as determined by the latest available Small Area Income
37 and Poverty Estimates (SAIPE) from the United States Census
38 Bureau;
39 2. Children eligible for free or reduced-price meals as
40 determined by the latest available survey published by the
41 Department of Education; and
42 3. The number of children in families receiving benefits
43 from the federal Supplemental Nutrition Assistance Program
44 (SNAP) in the most recent month as determined by the department.
45 (b)(d) “Proportion of child abuse hotline workload” means
46 the weighted average of the following subcomponents:
47 1. The average number of initial and additional child abuse
48 reports received during the month for the most recent calendar
49 year 12 months based on child protective investigations trend
50 reports as determined by the department. This subcomponent shall
51 be weighted as 20 percent of the factor.
52 2. The average count of children in investigations in the
53 most recent calendar year 12 months based on child protective
54 investigations trend reports as determined by the department.
55 This subcomponent shall be weighted as 40 percent of the factor.
56 3. The average count of children in investigations with a
57 most serious finding of verified abuse in the most recent
58 calendar year 12 months based on child protective investigations
59 trend reports as determined by the department. This subcomponent
60 shall be weighted as 40 percent of the factor.
61 (c)(e) “Proportion of children in care” means the
62 proportion of the aggregate sum of the number of children in
63 care receiving out-of-home in-home services and the number of
64 children receiving in-home case management services during in
65 out-of-home care at the end of the most recent calendar year
66 month as reported in the child welfare services trend reports as
67 determined by the department.
68 1. The subcomponent of out-of-home care shall be weighted
69 as 60 percent of the factor.
70 2. The subcomponent of in-home case management services
71 shall be weighted as 40 percent of the factor.
72 (f) “Proportion of contribution in the reduction of out-of
73 home care” means the proportion of the number of children in
74 out-of-home care on December 31, 2006, minus the number of
75 children in out-of-home care as of the end of the most recent
76 month as reported in the child welfare services trend reports as
77 determined by the department.
78 (2) The equity allocation of core services funds shall be
79 calculated based on the following weights:
80 (a) Proportion of children in poverty shall be weighted as
81 30 percent of the total;
82 (a)(b) Proportion of child abuse hotline workload shall be
83 weighted as 70 30 percent of the total; and
84 (b)(c) Proportion of children in care shall be weighted as
85 30 percent of the total; and
86 (d) Proportion of contribution to the reduction in out-of
87 home care shall be weighted as 10 percent of the total.
88 (3) Beginning in the 2013-2014 state fiscal year, 90
89 percent of the recurring core services funding for each
90 community-based care lead agency shall be based on the prior
91 year recurring base of core services funds and 10 percent shall
92 be based on the equity allocation model.
93 (3)(4) Unless otherwise specified in the General
94 Appropriations Act, any new core services funds shall be
95 allocated based on the funding equity allocation model. Such
96 allocations must be proportional to the proportion of funding
97 based on the funding allocation equity model and allocated only
98 to the community-based care lead agency contracts if the current
99 funding proportion is less than the proportion of funding based
100 on the funding allocation equity model.
