Postsecondary Education; Requiring the Board of Governors of the State University System to establish a pilot program to create a system under which a person who is accepted to attend an institution of higher learning may forgo paying tuition and fees if he or she contracts with the institution to pay to the institution or the state a percentage of his or her income for a specified number of years after graduation, transfer, withdrawal, or expulsion; authorizing the pilot program to vary by institution of higher learning depending on certain criteria, etc.
