    1         Senate Amendment (with title amendment)

    3         Delete line 25
    4  and insert:
    5         (2) On or after July 1, 2015, the governing body of a
    6  municipality with a population
    7

    9  And the title is amended as follows:
   10         Delete line 9
   11  and insert:
   12         district on or after a specified date; limiting the
