    1                        A bill to be entitled                      
    2         An act relating to inspectors general; amending s.
    3         14.32, F.S.; requiring the Chief Inspector General to
    4         publish final investigative reports in a specified
    5         manner within a certain timeframe; amending s. 20.055,
    6         F.S.; requiring specified final investigative reports
    7         of inspectors general to be published on an agency
    8         website within a certain timeframe; defining the term
    9         “unit of local government”; requiring specified
   10         reports of local governments to be published online
   11         within a certain timeframe; providing an effective
   12         date.

   14  Be It Enacted by the Legislature of the State of Florida:
   15  
   16         Section 1. Paragraph (l) is added to subsection (2) of
   17  section 14.32, Florida Statutes, to read:
   18         14.32 Office of Chief Inspector General.—
   19         (2) The Chief Inspector General shall:
   20         (l) Publish, on the website of the Executive Office of the
   21  Governor, final investigative reports performed pursuant to this
   22  section or received from inspectors general pursuant to s.
   23  20.055. The Chief Inspector General may not publish a report on
   24  the website if the investigation is confidential or otherwise
   25  exempt from disclosure by law. The Chief Inspector General shall
   26  publish reports under this paragraph within 10 days after
   27  finalizing the report or receiving the report pursuant to s.
   28  20.055.
   29         Section 2. Present subsections (7), (8), and (9) of section
   30  20.055, Florida Statutes, are redesignated as subsections (8),
   31  (9), and (10), respectively, and a new subsection (7) is added
   32  to that section, to read:
   33         20.055 Agency inspectors general.—
   34         (7) If an investigation is not confidential or otherwise
   35  exempt from disclosure by law, the inspector general shall
   36  publish final investigative reports, including all responses and
   37  rebuttals authorized by this section, on the agency’s website.
   38  Within 10 days after finalizing a report, the inspector general
   39  shall publish the report and provide a copy to the Chief
   40  Inspector General for publication on the website of the
   41  Executive Office of the Governor.
   42         Section 3. Investigative reports of local governments;
   43  online publication.—
   44         (1) As used in this section, the term “unit of local
   45  government” means a county, municipality, special district,
   46  local agency, authority, consolidated city-county government, or
   47  any other local governmental body or public body corporate or
   48  politic authorized or created by general or special law.
   49         (2) If the investigation is not confidential or otherwise
   50  exempt from disclosure by law, a unit of local government shall
   51  publish on its website the final investigative report by an
   52  inspector general prepared for or on behalf of the unit of local
   53  government. The unit of local government shall publish a report
   54  under this section within 10 days after finalizing the report.
   55  An investigation becomes final when the audit report or
   56  investigative report is presented to the unit of local
   57  government.
   58         Section 4. This act shall take effect July 1, 2015.
