Mental Health Services in the Criminal Justice System; Authorizing the creation of treatment-based mental health court programs; authorizing a county court to order the conditional release of a defendant only for the provision of outpatient care and treatment; creating the Forensic Hospital Diversion Pilot Program; requiring the Department of Children and Families to implement a Forensic Hospital Diversion Pilot Program in three specified judicial circuits; authorizing a court to impose certain conditions on certain probationers or community controllees, etc.
