       Senator Joyner moved the following:
       
    1         Senate Amendment 
    2  
    3         Delete lines 3089 - 3099
    4  and insert:
    5  representative, and the state attorney and public defender or
    6  office of criminal conflict and civil regional counsel of the
    7  judicial circuit in which the individual patient is located. A
    8  No fee may not shall be charged for the filing of a petition
    9  under this subsection.
   10         (4) APPOINTMENT OF COUNSEL.—Within 1 court working day
   11  after the filing of a petition for involuntary inpatient
   12  placement, the court shall appoint the public defender to
   13  represent the individual if the individual person who is the
   14  subject of a mental illness the petition and the office of
   15  criminal conflict and civil regional counsel to represent the
   16  individual if the individual is the subject of a substance abuse
   17  petition, unless the individual person is otherwise represented
   18  by counsel. The clerk of the court shall immediately notify the
