Education; Authorizing certain employees or agents of the Department of Education to have access to certain reports and records; requiring a school district to add additional points to the calculation of a matrix of services for certain students beginning in a specified school year; providing requirements regarding liability insurance for students participating in clinical field experience; revising the membership of the Education Practices Commission, etc.
