       The Conference Committee on SB 2506-A recommended the following:
       
    1         Senate Conference Committee Amendment (with title
    2  amendment)
    3  
    4         Delete everything after the enacting clause
    5  and insert:
    6         Section 1. Section 20.166, Florida Statutes, is created to
    7  read:
    8         20.166 Florida Business Information Portal.—
    9         (1) The Florida Business Information Portal is established
   10  within the Department of Business and Professional Regulation.
   11         (2) By June 30, 2017, the Department of Business and
   12  Professional Regulation, in collaboration with the state
   13  agencies identified in subsection (4), shall implement the
   14  Florida Business Information Portal. The Florida Business
   15  Information Portal shall provide the information needed to start
   16  and operate a business in Florida, including information
   17  regarding licenses, permits, or registrations that are issued by
   18  the state agencies in subsection (4).
   19         (3) The Florida Business Information Portal must provide at
   20  least the following:
   21         (a) A downloadable guide on how to start and operate a
   22  business in Florida.
   23         (b) A list of business types and a checklist for starting
   24  each type of business.
   25         (c) Links to guide users to the websites of appropriate
   26  state licensing, permitting, and registration agencies.
   27         (d) Information regarding business tax registration and
   28  filing.
   29         (e) Information regarding registering with the Department
   30  of State.
   31         (4) The state agencies that must cooperate with the
   32  Department of Business and Professional Regulation in the
   33  development, implementation, and ongoing content updates of the
   34  Florida Business Information Portal include, but are not limited
   35  to:
   36         (a) The Agency for Health Care Administration.
   37         (b) The Department of Agriculture and Consumer Services.
   38         (c) The Department of Economic Opportunity.
   39         (d) The Department of Environmental Protection.
   40         (e) The Department of Financial Services, including the
   41  Office of Financial Regulation and the Office of Insurance
   42  Regulation.
   43         (f) The Department of Health.
   44         (g) The Department of Highway Safety and Motor Vehicles.
   45         (h) The Department of the Lottery.
   46         (i) The Department of Management Services.
   47         (j) The Department of Revenue.
   48         (k) The Department of State.
   49         (l) The Fish and Wildlife Conservation Commission.
   50         (5) By October 1, 2017, the Department of Business and
   51  Professional Regulation shall submit to the Governor, the
   52  President of the Senate, and the Speaker of the House of
   53  Representatives a report containing recommendations and
   54  estimated costs for the inclusion of local government
   55  information in the Florida Business Information Portal.
   56         Section 2. Section 215.1995, Florida Statutes, is repealed.
   57         Section 3. Section 288.109, Florida Statutes, is repealed.
   58         Section 4. The One-Stop Business Registration Portal
   59  Clearing Trust Fund within the Department of Revenue, FLAIR
   60  number 73-2-977, is terminated. The Chief Financial Officer
   61  shall close out and remove the terminated trust fund from the
   62  various state accounting systems using generally accepted
   63  accounting principles concerning warrants outstanding, assets,
   64  and liabilities.
   65         Section 5. If any law amended by this act was also amended
   66  by a law enacted during the 2015 Regular Session of the
   67  Legislature, such laws shall be construed as if enacted during
   68  the same session of the Legislature, and full effect shall be
   69  given to each if possible.
   70         Section 6. Except as otherwise expressly provided in this
   71  act and except for this section, which shall take effect upon
   72  this act becoming a law, this act shall take effect July 1,
   73  2015, or, if this act fails to become a law until after that
   74  date, it shall take effect upon becoming a law and operate
   75  retroactively to July 1, 2015.

   78  And the title is amended as follows:
   79         Delete everything before the enacting clause
   80  and insert:
   81                        A bill to be entitled                      
   82         An act relating to the Florida Business Information
   83         Portal; creating s. 20.166, F.S.; establishing the
   84         Florida Business Information Portal within the
   85         Department of Business and Professional Regulation;
   86         requiring the department, in collaboration with
   87         specified state agencies, to implement the portal by a
   88         specified date; specifying the contents of the portal;
   89         requiring designated state agencies to cooperate with
   90         the department in the development, implementation, and
   91         updates of the portal; requiring the department to
   92         provide a report to the Governor and the Legislature
   93         containing recommendations and estimated costs for the
   94         inclusion of local government information in the
   95         portal; repealing s. 215.1995, F.S., relating to the
   96         One-Stop Business Registration Portal Clearing Trust
   97         Fund; repealing s. 288.109, F.S., relating to the One
   98         Stop Business Registration Portal; providing
   99         procedures for the termination of the trust fund;
  100         providing for construction of the act in pari materia
  101         with laws enacted during the 2015 Regular Session of
  102         the Legislature; providing for contingent retroactive
  103         operation; providing effective dates.
