Community Investment Program; Establishing the Community Investment Program within the Department of Economic Opportunity to encourage investment and reduce poverty in economically disadvantaged communities; establishing a Community Investment Council to govern the program; requiring an annual report to the Governor and Legislature; establishing a legislative advisory committee to advise the council, etc.
