Floor: NC/2R . 03/04/2016 01:09 PM . ————————————————————————————————————————————————————————————————— ————————————————————————————————————————————————————————————————— Senator Brandes moved the following: 1 Senate Amendment (with directory and title amendments) 2 3 Between lines 303 and 304 4 insert: 5 (25) FISCAL TRANSPARENCY.—A parent has the right to know 6 the average amount of money estimated to be expended from all 7 local, state, and federal sources for the education of his or 8 her child, including operating and capital outlay expenses. By 9 December 31 of each year, the department shall publish on its 10 website from each school district’s annual financial report, 11 expenditures on a per FTE basis for general, special revenue, 12 debt service, and capital project funds and a total of such 13 expenditures. Fiduciary, enterprise, and internal service funds 14 may not be included. By December 31 of each year, each school 15 district shall publish the school district’s funding information 16 in the same format on its website.
