    4  insert:
    5         Section 26. Paragraphs (ffff) through (mmmm) are added to
    6  subsection (4) of section 320.08056, Florida Statutes, to read:
    7         320.08056 Specialty license plates.—
    8         (4) The following license plate annual use fees shall be
    9  collected for the appropriate specialty license plates:
   10         (ffff)Alpha Phi Alpha Fraternity license plate, $25.
   11         (gggg) Omega Psi Phi Fraternity license plate, $25.
   12         (hhhh) Kappa Alpha Psi Fraternity license plate, $25.
   13         (iiii) Phi Beta Sigma Fraternity license plate, $25.
   14         (jjjj) Zeta Phi Beta Sorority license plate, $25.
   15         (kkkk) Delta Sigma Theta Sorority license plate, $25.
   16         (llll) Alpha Kappa Alpha Sorority license plate, $25.
   17         (mmmm) Sigma Gamma Rho Sorority license plate, $25.
   18         Section 27. Subsections (84) through (91) are added to
   19  section 320.08058, Florida Statutes, to read:
   20         320.08058 Specialty license plates.—
   21         (84)ALPHA PHI ALPHA FRATERNITY LICENSE PLATES.—
   22         (a) The department shall develop an Alpha Phi Alpha
   23  Fraternity license plate as provided in this section and s.
   24  320.08053. The plates must bear the colors and design approved
   25  by the department. The word “Florida” must appear at the top of
   26  the plate, and the name of the fraternity must appear at the
   27  bottom of the plate.
   28         (b) The annual use fees from the sale of the plate shall be
   29  distributed as follows:
   30         1. Ten percent shall be distributed to the Florida
   31  Federation of Alpha Chapters and used solely for marketing of
   32  the Alpha Phi Alpha Fraternity, Inc., license plate.
   33         2. Eighty-five percent shall be distributed to the Florida
   34  Federation of Alpha Chapters and used to promote community
   35  awareness and action through educational, economic, and cultural
   36  service activities.
   37         3. Five percent shall be distributed to the United Negro
   38  College Fund to be used for college scholarships for Florida
   39  residents attending historically black colleges and
   40  universities.
   41         (85) OMEGA PSI PHI FRATERNITY LICENSE PLATES.—
   42         (a) The department shall develop an Omega Psi Phi
   43  Fraternity license plate as provided in this section and s.
   44  320.08053. The plates must bear the colors and design approved
   45  by the department. The word “Florida” must appear at the top of
   46  the plate, and the name of the fraternity must appear at the
   47  bottom of the plate.
   48         (b) The annual use fees from the sale of the plate shall be
   49  distributed as follows:
   50         1. Ten percent shall be distributed to the State of Florida
   51  Omega Friendship Foundation, Inc., and used solely for marketing
   52  of the Omega Psi Phi Fraternity, Inc., license plate.
   53         2. Eighty-five percent shall be distributed to the State of
   54  Florida Omega Friendship Foundation, Inc., and used to promote
   55  community awareness and action through educational, economic,
   56  and cultural service activities.
   57         3. Five percent shall be distributed to the United Negro
   58  College Fund to be used for college scholarships for Florida
   59  residents attending historically black colleges and
   60  universities.
   61         (86) KAPPA ALPHA PSI FRATERNITY LICENSE PLATES.—
   62         (a) The department shall develop a Kappa Alpha Psi
   63  Fraternity license plate as provided in this section and s.
   64  320.08053. The plates must bear the colors and design approved
   65  by the department. The word “Florida” must appear at the top of
   66  the plate, and the name of the fraternity must appear at the
   67  bottom of the plate.
   68         (b) The annual use fees from the sale of the plate shall be
   69  distributed as follows:
   70         1. Ten percent shall be distributed to the Southern
   71  Province of Kappa Alpha Psi Foundation, Inc., and used solely
   72  for marketing of the Kappa Alpha Psi Fraternity, Inc., license
   73  plate.
   74         2. Eighty-five percent shall be distributed to the Southern
   75  Province of Kappa Alpha Psi Foundation, Inc., and used to
   76  promote community awareness and action through educational,
   77  economic, and cultural service activities.
   78         3. Five percent shall be distributed to the United Negro
   79  College Fund to be used for college scholarships for Florida
   80  residents attending historically black colleges and
   81  universities.
   82         (87) PHI BETA SIGMA FRATERNITY LICENSE PLATES.—
   83         (a) The department shall develop a Phi Beta Sigma
   84  Fraternity license plate as provided in this section and s.
   85  320.08053. The plates must bear the colors and design approved
   86  by the department. The word “Florida” must appear at the top of
   87  the plate, and the name of the fraternity must appear at the
   88  bottom of the plate.
   89         (b) The annual use fees from the sale of the plate shall be
   90  distributed as follows:
   91         1. Ten percent shall be distributed to TMB Charitable
   92  Foundation, Inc., and used solely for marketing of the Phi Beta
   93  Sigma Fraternity, Inc., license plate.
   94         2. Eighty-five percent shall be distributed to TMB
   95  Charitable Foundation, Inc., and used to promote community
   96  awareness and action through educational, economic, and cultural
   97  service activities.
   98         3. Five percent shall be distributed to the United Negro
   99  College Fund to be used for college scholarships for Florida
  100  residents attending historically black colleges and
  101  universities.
  102         (88) ZETA PHI BETA SORORITY LICENSE PLATES.—
  103         (a) The department shall develop a Zeta Phi Beta Sorority
  104  license plate as provided in this section and s. 320.08053. The
  105  plates must bear the colors and design approved by the
  106  department. The word “Florida” must appear at the top of the
  107  plate, and the name of the sorority must appear at the bottom of
  108  the plate.
  109         (b) The annual use fees from the sale of the plate shall be
  110  distributed as follows:
  111         1. Ten percent shall be distributed to Florida Pearls,
  112  Inc., and used solely for marketing of the Zeta Phi Beta
  113  Sorority, Inc., license plate.
  114         2. Eighty-five percent shall be distributed to Florida
  115  Pearls, Inc., and used to promote community awareness and action
  116  through educational, economic, and cultural service activities.
  117         3. Five percent shall be distributed to the United Negro
  118  College Fund to be used for college scholarships for Florida
  119  residents attending historically black colleges and
  120  universities.
  121         (89) DELTA SIGMA THETA SORORITY LICENSE PLATES.—
  122         (a) The department shall develop a Delta Sigma Theta
  123  Sorority license plate as provided in this section and s.
  124  320.08053. The plates must bear the colors and design approved
  125  by the department. The word “Florida” must appear at the top of
  126  the plate, and the name of the sorority must appear at the
  127  bottom of the plate.
  128         (b) The annual use fees from the sale of the plate shall be
  129  distributed as follows:
  130         1. Ten percent shall be distributed to the Delta Research
  131  and Educational Foundation and used solely for marketing of the
  132  Delta Sigma Theta Sorority, Inc., license plate.
  133         2. Eighty-five percent shall be distributed to the Delta
  134  Research and Educational Foundation and used to promote
  135  community awareness and action through educational, economic,
  136  and cultural service activities.
  137         3. Five percent shall be distributed to the United Negro
  138  College Fund to be used for college scholarships for Florida
  139  residents attending historically black colleges and
  140  universities.
  141         (90) ALPHA KAPPA ALPHA SORORITY LICENSE PLATES.—
  142         (a) The department shall develop an Alpha Kappa Alpha
  143  Sorority license plate as provided in this section and s.
  144  320.08053. The plates must bear the colors and design approved
  145  by the department. The word “Florida” must appear at the top of
  146  the plate, and the name of the sorority must appear at the
  147  bottom of the plate.
  148         (b) The annual use fees from the sale of the plate shall be
  149  distributed as follows:
  150         1. Ten percent shall be distributed to the Alpha Kappa
  151  Alpha Educational Advancement Foundation, Inc., and used solely
  152  for marketing of the Alpha Kappa Alpha Sorority, Inc., license
  153  plate.
  154         2. Eighty-five percent shall be distributed to the Alpha
  155  Kappa Alpha Educational Advancement Foundation, Inc., and used
  156  to promote community awareness and action through educational,
  157  economic, and cultural service activities.
  158         3. Five percent shall be distributed to the United Negro
  159  College Fund to be used for college scholarships for Florida
  160  residents attending historically black colleges and
  161  universities.
  162         (91) SIGMA GAMMA RHO SORORITY LICENSE PLATES.—
  163         (a) The department shall develop a Sigma Gamma Rho Sorority
  164  license plate as provided in this section and s. 320.08053. The
  165  plates must bear the colors and design approved by the
  166  department. The word “Florida” must appear at the top of the
  167  plate, and the name of the sorority must appear at the bottom of
  168  the plate.
  169         (b) The annual use fees from the sale of the plate shall be
  170  distributed as follows:
  171         1. Ten percent shall be distributed to the Sigma Gamma Rho
  172  Sorority National Education Fund, Inc., and used solely for
  173  marketing of the Sigma Gamma Rho Sorority, Inc., license plate.
  174         2.Eighty-five percent shall be distributed to the Sigma
  175  Gamma Rho Sorority National Education Fund, Inc., and used to
  176  promote community awareness and action through educational,
  177  economic, and cultural service activities.
  178         3. Five percent shall be distributed to the United Negro
  179  College Fund to be used for college scholarships for Florida
  180  residents attending historically black colleges and
  181  universities.

  186  and insert:

  188         an annual use fee for certain specialty license

  190         Department of Highway Safety and Motor Vehicles to
  191         develop certain specialty license plates; providing
  192         for distribution and use of fees collected from the
  193         sale of the plates; providing effective dates.
