        (c) Award dispensing licenses to all qualified nurseries
that timely submitted applications pursuant to paragraph (b) on
or before July 8, 2016, and were found to have satisfied the
threshold provisions contained within part II of the Department
of Health Application for Low-THC Cannabis Dispensing
Organization Approval. The department shall notify the
qualifying nurseries of the award of a dispensing license by
July 11, 2016. The department’s award of such licenses is final
and not subject to legal challenge by third parties pursuant to

(d)Authorize the establishment of five additional
dispensing organizations without regard to the five regions and

technological ability to cultivate and produce low-THC cannabis.
An applicant that applied in more than one region, or an
applicant that is corporately affiliated with another applicant
or licensee, may receive only one license. As used in this
paragraph, the term “corporately affiliated” means applicants
that are related to each other in a significant way or manner or
that have a legal affiliation with any owner, investor, or
 related party.
(e)Allow a dispensing organization to make a wholesale
purchase of low-THC cannabis or medical cannabis from, or a
distribution of low-THC cannabis or medical cannabis to, another
 dispensing organization.
(f)(c) Monitor physician registration and ordering of low
THC cannabis, medical cannabis, or a cannabis delivery device
for ordering practices that could facilitate unlawful diversion
or misuse of low-THC cannabis, medical cannabis, or a cannabis
delivery device and take disciplinary action as indicated.
        (g) Require a licensee selected under this section to
deliver an updated plan to fulfill the department’s requirements
before it may commence cultivation of medical cannabis.
        (h) Adopt new rules for medical cannabis cultivation and
distribution and for the necessary protocols for product safety,
facility security, whole plant cultivation, and final product
 delivery for licensees.
