Responsibilities of Health Care Providers; Repeals provisions relating to practice parameters for physicians performing caesarean section deliveries in provider hospitals; requires hospital to notify certain obstetrical physicians within specified timeframe before hospital closes its obstetrical department or ceases to provide obstetrical services.
