7 320.08056 Specialty license plates.—
8 (4) The following license plate annual use fees shall be
9 collected for the appropriate specialty license plates:
10 (ffff) Sun Sea Smiles license plate, $25.
11 (gggg) Support Special Needs Kids license plate, $25.
12 (hhhh) America the Beautiful license plate, $25.
13 (iiii) Team Hammy license plate, $25.
14 (jjjj) National Pan-Hellenic Council Sorority or Fraternity
15 license plate, $25.
16 (kkkk) Vision For Excellence license plate, $25.
17 (llll) Go Boating license plate, $25.

25 Section 2. Paragraph (b) of subsection (24) and paragraph
26 (b) of subsection (66) of section 320.08058, Florida Statutes,
27 are amended, and subsections (84) through (97) are added to that
28 section, to read:
29 320.08058 Specialty license plates.—
30 (24) CONSERVE WILDLIFE LICENSE PLATES.—
31 (b) The proceeds of the Conserve Wildlife license plate
32 annual use fee shall be forwarded to the Wildlife Foundation of
33 Florida, Inc., a citizen support organization created pursuant
34 to s. 379.223.
35 1. Notwithstanding s. 320.08062, up to 10 percent of the
36 proceeds from the annual use fee may be used for marketing the
37 Conserve Wildlife license plate and administrative costs
38 directly related to the management and distribution of the
39 proceeds.
40 2. The remaining proceeds from the annual use fee shall be
41 used for programs and activities of the Fish and Wildlife
42 Conservation Commission which that contribute to the health and
43 well-being of Florida black bears and to provide bear-resistant
44 residential garbage containers other wildlife diversity.
45 (66) IN GOD WE TRUST LICENSE PLATES.—
46 (b) The annual use fees from the plate shall be distributed
47 to the In God We Trust Foundation, Inc., which may use a maximum
48 of 10 percent of the proceeds to offset marketing,
49 administration, and promotion, and which may use the balance of
50 the fees to address the needs of military service members and
51 their spouses and dependents; provide education in public and
52 private schools regarding the historical significance of
53 religion in American and Florida history; provide educational
54 grants in public and private schools; address the needs of
55 public safety employees and their spouses and dependents; and
56 foster self-reliance and stability in Florida’s children and
57 families The license plate annual use fees shall be distributed
58 to the In God We Trust Foundation, Inc., to fund educational
59 scholarships for the children of Florida residents who are
60 members of the United States Armed Forces, the National Guard,
61 and the United States Armed Forces Reserve and for the children
62 of public safety employees who have died in the line of duty who
63 are not covered by existing state law. Funds shall also be
64 distributed to other s. 501(c)(3) organizations that may apply
65 for grants and scholarships and to provide educational grants to
66 public and private schools to promote the historical and
67 religious significance of American and Florida history. The In
68 God We Trust Foundation, Inc., shall distribute the license
69 plate annual use fees in the following manner:
70 1. The In God We Trust Foundation, Inc., shall retain all
71 revenues from the sale of such plates until all startup costs
72 for developing and establishing the plate have been recovered.
73 2. Ten percent of the funds received by the In God We Trust
74 Foundation, Inc., shall be expended for administrative costs,
75 promotion, and marketing of the license plate directly
76 associated with the operations of the In God We Trust
77 Foundation, Inc.
78 3. All remaining funds shall be expended by the In God We
79 Trust Foundation, Inc., for programs.
80 (84) SUN SEA SMILES LICENSE PLATES.—
81 (a) The department shall develop a Sun Sea Smiles license
82 plate as provided in this section and s. 320.08053. The plate
83 must bear the colors and design approved by the department. The
84 word “Florida” must appear at the top of the plate, and the
85 words “Sun Sea Smiles” must appear at the bottom of the plate.
86 (b) The annual use fees from the sale of the plate shall be
87 distributed as follows:
88 1. Thirty-five percent shall be distributed to the Florida
89 Caribbean Charitable Foundation, Inc. Five percent shall be used
90 exclusively for marketing of the Sun Sea Smiles license plate.
91 Up to 5 percent of this amount may be used for administrative
92 expenses, and the remainder shall be used as follows:
93 a. Sixty percent shall be used for a college scholarship
94 program.
95 b. Fifteen percent shall be used to promote health and
96 wellness among Florida residents of Caribbean descent.
97 c. Twenty-five percent shall be used to promote awareness
98 of Caribbean culture within the state.
99 2. Twenty percent shall be distributed to the American
100 Friends of Jamaica, Inc., a charitable, nonprofit organization
101 under s. 501(c)(3) of the Internal Revenue Code registered with
102 the Department of Agriculture and Consumer Services and
103 incorporated in New York, for grants to promote social and
104 community development among Florida residents. Up to 5 percent
105 of this amount may be used for administrative and marketing
106 expenses.
107 3. Ten percent shall be distributed to Sant La Haitian
108 Neighborhood Center, Inc., to promote social and community
109 development. Up to 5 percent of this amount may be used for
110 administrative expenses.
111 4. Ten percent shall be distributed to Fanm Ayisyen nan
112 Miyami, Inc., to promote social and community development. Up to
113 5 percent of this amount may be used for administrative
114 expenses.
115 5. Twenty percent shall be distributed to Greater Caribbean
116 American Cultural Coalition, Inc., to promote awareness of
117 Caribbean culture within the state. Up to 5 percent of this
118 amount may be used for administrative expenses.
119 6. Five percent shall be distributed to Little Haiti
120 Optimist Foundation, Inc., to promote awareness of Caribbean
121 culture and youth development within the state. Up to 5 percent
122 of this amount may be used for administrative expenses.
123 (85) SUPPORT SPECIAL NEEDS KIDS LICENSE PLATES.—
124 (a) The department shall develop a Support Special Needs
125 Kids license plate as provided in this section and s. 320.08053.
126 The word “Florida” must appear at the top of the plate, and the
127 words “Support Special Needs Kids” must appear at the bottom of
128 the plate.
129 (b) The annual use fees from the sale of the plate shall be
130 distributed to the Dan Marino Foundation, Inc., which:
131 1. May use a maximum of 10 percent of the proceeds to
132 promote and market the Support Special Needs Kids license plate.
133 2. Shall invest and reinvest the remainder of the proceeds
134 and use the interest thereon to assist Floridians with
135 developmental and intellectual disabilities by funding
136 scholarships, assisting with job placement, and promoting
137 education, independence, and awareness.
138 (86) AMERICA THE BEAUTIFUL LICENSE PLATES.—
139 (a) The department shall develop an America the Beautiful
140 license plate as provided in this section and s. 320.08053. The
141 word “Florida” must appear at the top of the plate, and the
142 words “America the Beautiful” must appear at the bottom of the
143 plate.
144 (b) The annual use fees from the sale of the plate shall be
145 distributed to the America the Beautiful Fund, which may use a
146 maximum of 10 percent of the proceeds to offset administrative
147 costs of the organization and to market and promote the plate,
148 and the remainder of the proceeds for programs in support of
149 military service members and their families and advancing self
150 sufficiency in children and families; educational scholarships;
151 and land and wildlife conservation to ensure sustained and
152 equitable benefit to people, animals, and wildlife.
153 (87) TEAM HAMMY LICENSE PLATES.—
154 (a) The department shall develop a Team Hammy license plate
155 as provided in this section and s. 320.08053. Team Hammy license
156 plates must bear the colors and design approved by the
157 department. The word “Florida” must appear at the top of the
158 plate, and the words “Team Hammy” must appear at the bottom of
159 the plate.
160 (b) The license plate annual use fees shall be distributed
161 to Team Hammy, Inc., a Florida nonprofit corporation, which may
162 use up to 10 percent of such fees for administrative costs and
163 marketing of the plate. The balance of the fees shall be used by
164 Team Hammy, Inc., to grant wishes to families living with
165 amyotrophic lateral sclerosis (ALS), to provide continuing
166 education on ALS to caregivers and physicians, and to increase
167 awareness of ALS in the community.
168 (88) NATIONAL PAN-HELLENIC COUNCIL SORORITY OR FRATERNITY
169 LICENSE PLATES.—The department shall develop a National Pan
170 Hellenic Council Sorority or Fraternity license plate as
171 provided in this section and s. 320.08053 for each of the
172 sororities and fraternities specified in this subsection.
173 National Pan-Hellenic Council Sorority or Fraternity license
174 plates must bear the colors and design approved by the
175 department. The word “Florida” must appear at the top of the
176 plate, and the name of the respective sorority or fraternity
177 must appear at the bottom of the plate.
178 (a) Alpha Phi Alpha Fraternity, Inc.—The annual use fees
179 from the sale of the plate shall be distributed as follows:
180 1. Ten percent shall be distributed to the Florida
181 Federation of Alpha Chapters, a charitable, nonprofit
182 organization under s. 501(c)(3) of the Internal Revenue Code,
183 and used solely for marketing of the Alpha Phi Alpha Fraternity,
184 Inc., license plate.
185 2. Eighty-five percent shall be distributed to the Florida
186 Federation of Alpha Chapters and used to promote community
187 awareness and action through educational, economic, and cultural
188 service activities.
189 3. Five percent shall be distributed to the United Negro
190 College Fund to be used for college scholarships for Florida
191 residents attending historically black colleges and
192 universities.
193 (b) Omega Psi Phi Fraternity, Inc.—The annual use fees from
194 the sale of the plate shall be distributed as follows:
195 1. Ten percent shall be distributed to the State of Florida
196 Omega Friendship Foundation, Inc., a charitable, nonprofit
197 organization under s. 501(c)(3) of the Internal Revenue Code,
198 and used solely for marketing of the Omega Psi Phi Fraternity,
199 Inc., license plate.
200 2. Eighty-five percent shall be distributed to the State of
201 Florida Omega Friendship Foundation, Inc., and used to promote
202 community awareness and action through educational, economic,
203 and cultural service activities.
204 3. Five percent shall be distributed to the United Negro
205 College Fund to be used for college scholarships for Florida
206 residents attending historically black colleges and
207 universities.
208 (c) Kappa Alpha Psi Fraternity, Inc.—The annual use fees
209 from the sale of the plate shall be distributed as follows:
210 1. Ten percent shall be distributed to the Southern
211 Province of Kappa Alpha Psi Foundation, Inc., a charitable,
212 nonprofit organization under s. 501(c)(3) of the Internal
213 Revenue Code, and used solely for marketing of the Kappa Alpha
214 Psi Fraternity, Inc., license plate.
215 2. Eighty-five percent shall be distributed to the Southern
216 Province of Kappa Alpha Psi Foundation, Inc., and used to
217 promote community awareness and action through educational,
218 economic, and cultural service activities.
219 3. Five percent shall be distributed to the United Negro
220 College Fund to be used for college scholarships for Florida
221 residents attending historically black colleges and
222 universities.
223 (d) Phi Beta Sigma Fraternity, Inc.—The annual use fees
224 from the sale of the plate shall be distributed as follows:
225 1. Ten percent shall be distributed to TMB Charitable
226 Foundation, Inc., a charitable, nonprofit organization under s.
227 501(c)(3) of the Internal Revenue Code, and used solely for
228 marketing of the Phi Beta Sigma Fraternity, Inc., license plate.
229 2. Eighty-five percent shall be distributed to TMB
230 Charitable Foundation, Inc., and used to promote community
231 awareness and action through educational, economic, and cultural
232 service activities.
233 3. Five percent shall be distributed to the United Negro
234 College Fund to be used for college scholarships for Florida
235 residents attending historically black colleges and
236 universities.
237 (e) Zeta Phi Beta Sorority, Inc.—The annual use fees from
238 the sale of the plate shall be distributed as follows:
239 1. Ten percent shall be distributed to Florida Pearls,
240 Inc., a charitable, nonprofit organization under s. 501(c)(3) of
241 the Internal Revenue Code, and used solely for marketing of the
242 Zeta Phi Beta Sorority, Inc., license plate.
243 2. Eighty-five percent shall be distributed to Florida
244 Pearls, Inc., and used to promote community awareness and action
245 through educational, economic, and cultural service activities.
246 3. Five percent shall be distributed to the United Negro
247 College Fund to be used for college scholarships for Florida
248 residents attending historically black colleges and
249 universities.
250 (f) Delta Sigma Theta Sorority, Inc.—The annual use fees
251 from the sale of the plate shall be distributed as follows:
252 1. Ten percent shall be distributed to the Delta Research
253 and Educational Foundation, a charitable, nonprofit organization
254 under s. 501(c)(3) of the Internal Revenue Code, and used solely
255 for marketing of the Delta Sigma Theta Sorority, Inc., license
256 plate.
257 2. Eighty-five percent shall be distributed to the Delta
258 Research and Educational Foundation and used to promote
259 community awareness and action through educational, economic,
260 and cultural service activities.
261 3. Five percent shall be distributed to the United Negro
262 College Fund to be used for college scholarships for Florida
263 residents attending historically black colleges and
264 universities.
265 (g) Alpha Kappa Alpha Sorority, Inc.—The annual use fees
266 from the sale of the plate shall be distributed as follows:
267 1. Ten percent shall be distributed to the Alpha Kappa
268 Alpha Educational Advancement Foundation, Inc., a charitable,
269 nonprofit organization under s. 501(c)(3) of the Internal
270 Revenue Code, and used solely for marketing of the Alpha Kappa
271 Alpha Sorority, Inc., license plate.
272 2. Eighty-five percent shall be distributed to Alpha Kappa
273 Alpha Educational Advancement Foundation, Inc., and used to
274 promote community awareness and action through educational,
275 economic, and cultural service activities.
276 3. Five percent shall be distributed to the United Negro
277 College Fund to be used for college scholarships for Florida
278 residents attending historically black colleges and
279 universities.
280 (h) Sigma Gamma Rho Sorority, Inc.—The annual use fees from
281 the sale of the plate shall be distributed as follows:
282 1. Ten percent shall be distributed to the Sigma Gamma Rho
283 Sorority National Education Fund, Inc., a charitable, nonprofit
284 organization under s. 501(c)(3) of the Internal Revenue Code,
285 and used solely for marketing of the Sigma Gamma Rho Sorority,
286 Inc., license plate.
287 2. Eighty-five percent shall be distributed to the Sigma
288 Gamma Rho Sorority National Education Fund, Inc., and used to
289 promote community awareness and action through educational,
290 economic, and cultural service activities.
291 3. Five percent shall be distributed to the United Negro
292 College Fund to be used for college scholarships for Florida
293 residents attending historically black colleges and
294 universities.
295 (89) VISION FOR EXCELLENCE LICENSE PLATES.—
296 (a) The department shall develop a Vision For Excellence
297 license plate as provided in this section and s. 320.08053. The
298 plate must bear the colors and design approved by the
299 department. The word “Florida” must appear at the top of the
300 plate, and the words “Vision For Excellence” must appear at the
301 bottom of the plate.
302 (b) The annual use fees from the sale of such plates shall
303 be distributed to Vision For Excellence, Inc., which shall
304 retain all such proceeds until all startup costs for developing
305 and establishing the plates have been recovered. Thereafter, the
306 proceeds shall be used by Vision For Excellence, Inc., for
307 direct support of programs, services, and activities provided to
308 children who participate in Vision For Excellence, Inc., youth
309 development programs. Up to 10 percent of the annual use fee
310 revenue may be used for promotion and marketing of the specialty
311 license plate, and up to 10 percent of the annual fee revenue
312 may be used for administrative costs directly associated with
313 the programs.
314 (90) GO BOATING LICENSE PLATES.—
315 (a) The department shall develop a Go Boating license plate
316 as provided in this section and s. 320.08053. The plate must
317 bear the colors and design approved by the department. The word
318 “Florida” must appear at the top of the plate, and the words “Go
319 Boating” must appear at the bottom of the plate.
320 (b) The annual use fees from the sale of the plate shall be
321 distributed to Eckerd College to fund the Eckerd College Search
322 and Rescue Team, which provides 24-hour assistance to the Tampa
323 Bay boating community. Up to 10 percent of the funds distributed
324 may be used by the Eckerd College Search and Rescue Team for
325 continuing promotion and marketing of the license plate. The
326 remainder of the funds must be used to acquire boats and other
327 equipment or for operational expenses not prohibited by s.
328 320.08056(10).
329 (91) PADDLE FLORIDA LICENSE PLATES.—
330 (a) The department shall develop a Paddle Florida license
331 plate as provided in this section and s. 320.08053. The word
332 “Florida” must appear at the top of the plate, and words that
333 are approved by the department must appear at the bottom of the
334 plate.
335 (b) The annual use fees from the sale of the plate shall be
336 distributed to Paddle Florida, Inc., which may use up to 10
337 percent of the proceeds for administrative costs and marketing
338 of the plate. The balance of the annual use fees shall be used
339 by the Florida Forever program to support activities that
340 further outdoor recreation and natural resource protection.
341 (92) I STAND WITH ISRAEL LICENSE PLATES.—
342 (a) The department shall develop an I Stand With Israel
343 license plate as provided in s. 320.08053 and this section. The
344 plate must bear the colors and design approved by the
345 department. The word “Florida” must appear at the top of the
346 plate, and the words “I Stand With Israel” must appear at the
347 bottom of the plate.
348 (b) Annual use fees from the sale of such plates shall be
349 distributed to I Stand with Israel, Inc., which shall retain all
350 such proceeds until all startup costs for developing and
351 establishing the plate have been recovered. Thereafter, I Stand
352 with Israel, Inc., may use up to 10 percent of the proceeds for
353 marketing and promotion of the plate and up to 10 percent of the
354 proceeds for administrative costs directly associated with its
355 programs. The remainder of the proceeds shall be used for the
356 direct support of the Israeli Youth Program to send Florida
357 university students between the ages of 18 and 26 of all
358 religions and the program chaperones to Israel.
359 (93) SAVE OUR SHORES FLORIDA LICENSE PLATES.—
360 (a) The department shall develop a Save Our Shores Florida
361 license plate as provided in s. 320.08053 and this section. The
362 plate must bear the colors and design approved by the
363 department. The word “Florida” must appear at the top of the
364 plate, and the words “Save Our Shores” must appear at the bottom
365 of the plate.
366 (b) The annual use fees shall be distributed to Adore the
367 Shores, Inc., which may use the proceeds as follows:
368 1. A maximum of 15 percent may be used for administrative
369 costs of the organization.
370 2. A maximum of 10 percent may be used for promotion and
371 the marketing costs of the license plate program.
372 3. The remainder shall be used to fund activities,
373 programs, and projects that provide for cleanup activities on
374 the beaches of this state following natural or manmade
375 occurrences that threaten the pristine nature of the beaches of
376 this state and for any other legal purpose as allowed by the
377 Internal Revenue Code.
378 (94) FURRY FRIENDS LICENSE PLATES.—
379 (a) The department shall develop a Furry Friends license
380 plate as provided in s. 320.08053 and this section upon
381 application by Furry Friends of Florida, Inc. The word “Florida”
382 must appear at the top of the plate, and words approved by the
383 department must appear at the bottom of the plate.
384 (b) The annual use fees shall be distributed monthly to
385 Furry Friends of Florida, Inc., which may use up to 15 percent
386 of such revenue for administrative, handling, and disbursement
387 expenses and up to 10 percent for promotion, advertising, and
388 marketing costs. The balance of the fees shall be used by Furry
389 Friends of Florida, Inc., for activities, programs, and
390 projects, including, but not limited to, pet rescue, animal
391 shelters, pet vaccinations, veterinary services, and service
392 animals.
393 (95) ORLANDO CITY SOCCER CLUB LICENSE PLATES.—The
394 department shall develop an Orlando City Soccer Club license
395 plate as provided in subsection (9).
396 (96) SUPPORT OUR CONSTITUTION LICENSE PLATES.—
397 (a) The department shall develop a Support Our Constitution
398 license plate as provided in this section and s. 320.08053.
399 Support Our Constitution license plates must bear the colors and
400 design approved by the department. The word “Florida” must
401 appear at the top of the plate, and the words “Support Our
402 Constitution” must appear at the bottom of the plate.
403 (b) The annual use fees shall be distributed to The
404 Constitution Foundation, Inc., which may retain all proceeds
405 from the annual use fees until the startup costs for developing
406 and issuing the license plates have been recovered. Thereafter,
407 The Constitution Foundation, Inc., shall use the proceeds as
408 follows:
409 1. A maximum of 15 percent may be used for administrative
410 costs of the organization.
411 2. A maximum of 10 percent may be used for promotion and
412 the marketing costs of the license plate.
413 3. The remainder shall be used to fund the activities,
414 programs, projects, and mission of The Constitution Foundation,
415 Inc., to increase awareness and understanding of the United
416 States Constitution in Florida’s public schools, recruit and
417 train school leaders to make presentations in each school
418 district, and provide to each student, at no charge, learning
419 materials and a pocket Constitution.
420 (97) ROTARY LICENSE PLATES.—
421 (a) The department shall develop a Rotary license plate as
422 provided in this section and s. 320.08053. The plate must bear
423 the colors and design approved by the department. The word
424 “Florida” must appear at the top of the plate, and the word
425 “Rotary” must appear on the bottom of the plate. The license
426 plate shall bear the Rotary International wheel emblem.
427 (b) The annual use fees shall be distributed to the
428 Community Foundation of Tampa Bay, Inc., to distribute as
429 follows:
430 1. Up to 10 percent for administrative costs and for
431 marketing of the plate.
432 2. Ten percent to Rotary’s Camp Florida for direct support
433 to all programs and services provided to special needs children
434 who attend the camp.
435 3. The remainder shall be distributed, proportionally based
436 on sales, to each Rotary district in the state in support of
437 Rotary youth programs in Florida.
