Carbon Dioxide Emissions from Existing Stationary Sources; Providing legislative findings regarding federal Clean Air Act regulations that limit certain carbon dioxide emissions from existing stationary sources; prohibiting each state agency and instrumentality thereof from implementing certain rules or submitting certain plans to the United States Environmental Protection Agency regarding such emissions before the occurrence of specified events, etc.
