Severe Injuries Caused by Dogs; Provides for discretionary, rather than mandatory, quarantine or impoundment of dogs that cause severe injuries to humans; revises hearing & final order procedures & related confinement requirements, for dangerous dog actions; specifies circumstances under which dangerous dog that has caused severe injuries to human may be euthanized; authorizes local governments to adopt certain ordinances pertaining to dogs that have bitten or attacked persons or domestic animals; exempts law enforcement dogs from dangerous dog law.
