House Comm: RCS . 02/21/2017 . . . . ————————————————————————————————————————————————————————————————— ————————————————————————————————————————————————————————————————— The Committee on Health Policy (Gainer) recommended the following: 1 Senate Amendment (with title amendment) 2 3 Delete lines 42 - 59 4 and insert: 5 and on criteria established by the department. 6 (3) GRANT ELIGIBILITY.—In order to be eligible for a grant 7 award, a hospital must be a rural hospital, as defined in s. 8 395.602, and must demonstrate that: 9 (a) Grant funds are necessary to maintain or improve the 10 quality of its health care services; 11 (b) There is a return on investment to the taxpayers of 12 this state; and 13 (c) A satisfactory recordkeeping system will be in place to 14 account for the expenditures of grant funds within the rural 15 county. 16 (4) AWARD OF GRANTS.—The department shall establish by rule 17 a grant application process and criteria for the evaluation of 18 applications. The department shall score and rank grant 19 applications based on criteria that must include, at a minimum, 20 the following: 21 (a) The social and economic benefit to the surrounding 22 community. 23 (b) The promotion of economic development in the 24 surrounding community. 25 (c) The expansion of available services to the underserved 26 populations in the community. 27 (d) The availability of private or public matching funds, 28 or in-kind contributions, for the requested grant funds. 29 30 ================= T I T L E A M E N D M E N T ================ 31 And the title is amended as follows: 32 Delete lines 9 - 10 33 and insert: 34 eligibility; providing criteria for grant application 35 ranking; establishing allowable use of funds; 36 requiring the department to submit an
