(1) The following rules are ratified for the 6 sole and exclusive purpose of satisfying any condition on 7 effectiveness imposed under s. 120.541(3), Florida Statutes: 8 rule 69L-7.501, Florida Administrative Code, titled “Florida 9 Workers’ Compensation Reimbursement Manual for Hospitals,” and 10 rule 69L-7.100, Florida Administrative Code, titled “Florida 11 Workers’ Compensation Reimbursement Manual for Ambulatory 12 Surgical Centers,” as filed for adoption with the Department of 13 State pursuant to the certification package dated December 19, 14 2016. 15 (2) This act serves no other purpose and shall not be 16 codified in the Florida Statutes. After this act becomes law, 17 its enactment and effective dates shall be noted in the Florida 18 Administrative Code, the Florida Administrative Register, or 19 both, as appropriate. This act does not alter rulemaking 20 authority delegated by prior law, does not constitute 21 legislative preemption of or exception to any provision of law 22 governing adoption or enforcement of the rule cited, and is 23 intended to preserve the status of any cited rule as a rule 24 under chapter 120, Florida Statutes. This act does not cure any 25 rulemaking defect or preempt any challenge based on a lack of 26 authority or a violation of the legal requirements governing the 27 adoption of any rule cited. 28 Section 2. This act shall take effect July 1, 2017. 29 30 ================= T I T L E A M E N D M E N T ================ 31 And the title is amended as follows: 32 Delete everything before the enacting clause 33 and insert: 34 A bill to be entitled 35 An act relating to ratification of Department of 36 Financial Services rules; ratifying specified rules 37 relating to the Florida Workers’ Compensation 38 Reimbursement Manual for Hospitals and Florida 39 Workers’ Compensation Reimbursement Manual for 40 Ambulatory Surgical Centers for the sole and exclusive 41 purpose of satisfying any condition on effectiveness 42 imposed under s. 120.541(3), F.S., which requires 43 ratification of any rule exceeding the specified 44 thresholds for likely adverse impact or increase in 45 regulatory costs; providing construction; providing 46 for a certain notice in the Florida Administrative 47 Code, the Florida Administrative Register, or both; 48 providing an effective date.
