From the funds in Specific Appropriation 2683 and 2684, the Office of
Program Policy Analysis and Government Accountability (OPPAGA) shall

the report must identify specific barriers to determining causation.
The report must include specific legislative proposals to reduce the

cost of the capital punishment system to taxpayers as well as moderate the outcome disparities correlated with demographic factors. OPPAGA is authorized, within existing resources, to work with any private or public entity in the development of the report. All state funded entities are requested to assist OPPAGA in the development of the report and are asked to comply with any request for information from OPPAGA. The report shall be submitted to the President of the Senate, the Speaker of the House of Representatives, the Governor, and the Chief Justice of the Supreme Court by December 1, 2017.
