       The Committee on Appropriations (Latvala) recommended the
       following:
       
    1         Senate Amendment (with title amendment)
    2  
    3         Delete lines 130 - 141
    4  and insert:
    5         Section 4. Paragraph (a) of subsection (7), paragraph (b)
    6  of subsection (66), and paragraph (b) of subsection (80) of
    7  section 320.08058, Florida Statutes, are amended, and
    8  subsections (84) through (98) are added to that section, to
    9  read:
   10         320.08058 Specialty license plates.—
   11         (7) SPECIAL OLYMPICS FLORIDA LICENSE PLATES.—
   12         (a) Special Olympics Florida license plates must contain
   13  the official Special Olympics Florida logo and must bear a
   14  design and colors that are approved by the department. The word
   15  “Florida” must be centered at the top bottom of the plate, and
   16  the words “Be a Fan” “Everyone Wins” must be centered at the
   17  bottom top of the plate.
   18         (66) IN GOD WE TRUST LICENSE PLATES.—
   19         (b) The license plate annual use fees shall be distributed
   20  to the In God We Trust Foundation, Inc., to fund the Florida
   21  Veterans Foundation for the benefit of the Florida Veterans
   22  Emergency Financial Assistance Program. Additionally, the In God
   23  We Trust Foundation, Inc., shall use the fees to fund
   24  educational scholarships for the children of Florida residents
   25  who are members of the United States Armed Forces, the National
   26  Guard, and the United States Armed Forces Reserve and for the
   27  children of public safety employees who have died in the line of
   28  duty who are not covered by existing state law. Funds shall also
   29  be distributed to other s. 501(c)(3) organizations that may
   30  apply for grants and scholarships and to provide educational
   31  grants to public and private schools to promote the historical
   32  and religious significance of American and Florida history. The
   33  In God We Trust Foundation, Inc., shall distribute the license
   34  plate annual use fees in the following manner:
   35         1. The In God We Trust Foundation, Inc., shall retain all
   36  revenues from the sale of such plates until all startup costs
   37  for developing and establishing the plate have been recovered.
   38         2. Ten percent of the funds received by the In God We Trust
   39  Foundation, Inc., shall be expended for administrative costs,
   40  promotion, and marketing of the license plate directly
   41  associated with the operations of the In God We Trust
   42  Foundation, Inc.
   43         3. Fifty percent of the funds shall be awarded to the
   44  Florida Veterans Foundation for the benefit of the Florida
   45  Veterans Emergency Financial Assistance Program.
   46         4.3. The All remaining funds shall be expended by the In
   47  God We Trust Foundation, Inc., for other programs pursuant to
   48  this paragraph.
