    1                        A bill to be entitled                      
    2         An act relating to specialty license plates; amending
    3         s. 320.08056, F.S.; establishing an annual use fee for
    4         the Ducks Unlimited license plate; amending s.
    5         320.08058, F.S.; requiring the Department of Highway
    6         Safety and Motor Vehicles to develop a Ducks Unlimited
    7         license plate; providing for distribution and use of
    8         fees collected from the sale of the plates; providing
    9         an effective date.

   11  Be It Enacted by the Legislature of the State of Florida:
   12  
   13         Section 1. Paragraph (ffff) is added to subsection (4) of
   14  section 320.08056, Florida Statutes, to read:
   15         320.08056 Specialty license plates.—
   16         (4) The following license plate annual use fees shall be
   17  collected for the appropriate specialty license plates:
   18         (ffff) Ducks Unlimited license plate, $25.
   19         Section 2. Subsection (84) is added to section 320.08058,
   20  Florida Statutes, to read:
   21         320.08058 Specialty license plates.—
   22         (84) DUCKS UNLIMITED LICENSE PLATES.—
   23         (a)The department shall develop a Ducks Unlimited license
   24  plate as provided in this section and s. 320.08053. Ducks
   25  Unlimited license plates must bear the colors and design
   26  approved by the department. The word “Florida” must appear at
   27  the top of the plate, and the words “Conserving Florida
   28  Wetlands” must appear at the bottom of the plate.
   29         (b)The annual use fees from the sale of the plate shall be
   30  distributed to Ducks Unlimited, Inc., a nonprofit corporation
   31  under s. 501(c)(3) of the Internal Revenue Code, to be used as
   32  follows:
   33         1.Up to 5 percent may be used for administrative costs and
   34  marketing of the plate.
   35         2.A minimum of 95 percent shall be used to support the
   36  mission and efforts of Ducks Unlimited, Inc., for the
   37  conservation, restoration, and management of Florida wetlands
   38  and associated habitats for the benefit of waterfowl, other
   39  wildlife, and people.
   40         Section 3. This act shall take effect October 1, 2017.
