Regulatory Boards; Requiring the Department of Business and Professional Regulation, the Department of Health, and the Department of Financial Services, respectively, to determine whether final board decisions constitute certain anticompetitive conduct; specifying that the departments’ anticompetitive review constitutes a limited legal review and its resulting determination is not subject to legal challenge, etc.
