       The Committee on Appropriations (Braynon) recommended the
       following:
       
    1         Senate Amendment (with title amendment)

    4  and insert:
    5         Section 11. Section 16.63, Florida Statutes, is created to
    6  read:
    7         16.63 Medical Reimbursement Program for Victims of Mass
    8  Shootings.—The Medical Reimbursement Program for Victims of Mass
    9  Shootings is established in the Division of Victim Services of
   10  the Department of Legal Affairs to reimburse trauma centers
   11  verified or designated pursuant to s. 395.4025 for the medical
   12  costs of treating victims for injuries associated with a mass
   13  shooting. For purposes of this section, the term “mass shooting”
   14  means an incident in which at least four or more people are
   15  killed or injured by firearms in one or more locations in close
   16  proximity. The Department of Legal Affairs must reimburse a
   17  trauma center based on a department-approved fee schedule for
   18  the documented medical costs of treating victims for injuries
   19  associated with a mass shooting. A trauma center that requests a
   20  reimbursement through the program must accept the reimbursement
   21  as payment in full and may not bill the victim of a mass
   22  shooting or his or her family.
   23         Section 12. The sum of $10 million in recurring funds from
   24  the General Revenue Fund is appropriated to the Department of
   25  Legal Affairs to reimburse verified or designated trauma centers
   26  for documented medical costs of treating victims of mass
   27  shootings through its Medical Reimbursement Program for Victims
   28  of Mass Shootings.
   29         Section 13. Each January 1, the Department of Agriculture
   30  and Consumer Services shall transfer 10 percent of fees
   31  collected for new and renewal concealed weapon or firearm
   32  licenses from the Division of Licensing Trust Fund to the
   33  Department of Legal Affairs to reimburse verified or designated
   34  trauma centers for documented medical costs of treating victims
   35  of mass shootings through its Medical Reimbursement Program for
   36  Victims of Mass Shootings.
   37         Section 14. If the provisions of this act relating to s.
   38  395.4025(16), Florida Statutes, are held to be invalid or
   39  inoperative for any reason, the remaining provisions of this
   40  act, except for the creation by the act of s. 16.63, shall be
   41  deemed to be void and of no effect, it being the legislative
   42  intent that bill sections 1 through 10 of this act as a whole
   43  would not have been adopted.

   57         reimbursement to accept it as payment in full;
   58         providing an appropriation; requiring the Department
   59         of Agriculture and Consumer Services to transfer,
   60         annually and by a specified date, a percentage of fees
   61         collected for new and renewal concealed weapon or
   62         firearm licenses from the Division of Licensing Trust
   63         Fund to the Department of Legal Affairs to fund the
