K-12 Education; Redefining the terms “persistently low-performing school” and “school of hope”; defining the term “franchise model school”; authorizing specified schools to use a franchise model school as a turnaround option; defining the term “structured program”; prohibiting a district school board from limiting the number of public school students who may participate in a structured program; creating the hope supplemental services allocation, etc.
