       The Committee on Rules (Braynon) recommended the following:

    4  insert:
    5         Section 11. Section 16.63, Florida Statutes, is created to
    6  read:
    7         16.63 Medical Reimbursement Program for Victims of Mass
    8  Shootings.—The Medical Reimbursement Program for Victims of Mass
    9  Shootings is established in the Department of Legal Affairs to
   10  reimburse trauma centers verified or designated pursuant to s.
   11  395.4025 for the medical costs of treating victims for injuries
   12  associated with a mass shooting. As used in this section, the
   13  term “mass shooting” means an incident in which four or more
   14  people are killed or injured by firearms in one or more
   15  locations in close proximity. The Department of Legal Affairs
   16  must reimburse such trauma centers based on a department
   17  approved fee schedule for the documented medical costs of
   18  treating victims for injuries associated with a mass shooting. A
   19  trauma center that requests a reimbursement through the program
   20  must accept the reimbursement as payment in full and may not
   21  bill the victim of a mass shooting or his or her family.
   22         Section 12. The sum of $10 million in recurring funds from
   23  the General Revenue Fund is appropriated to the Department of
   24  Legal Affairs to reimburse verified or designated trauma centers
   25  for documented medical costs of treating victims of mass
   26  shootings through its Medical Reimbursement Program for Victims
   27  of Mass Shootings.
   28         Section 13. Each January 1, the Department of Agriculture
   29  and Consumer Services shall transfer 10 percent of the fees
   30  collected for new and renewal concealed weapon or firearm
   31  licenses from the Division of Licensing Trust Fund to the
   32  Department of Legal Affairs to reimburse verified or designated
   33  trauma centers for documented medical costs of treating victims
   34  of mass shootings through its Medical Reimbursement Program for
   35  Victims of Mass Shootings.

   38  And the title is amended as follows:
   39         Delete line 96
   40  and insert:
   41         in references thereto; creating s. 16.63, F.S.;
   42         establishing the Medical Reimbursement Program for
   43         Victims of Mass Shootings in the Department of Legal
   44         Affairs; defining the term “mass shooting”; requiring
   45         the department to reimburse verified or designated
   46         trauma centers for certain costs associated with
   47         treating victims for injuries associated with a mass
   48         shooting; requiring a verified or designated trauma
   49         center that requests a reimbursement to accept it as
   50         payment in full; providing an appropriation; requiring
   51         the Department of Agriculture and Consumer Services to
   52         transfer, annually and by a specified date, a
   53         percentage of the fees collected for new and renewal
   54         concealed weapon or firearm licenses from the Division
   55         of Licensing Trust Fund to the Department of Legal
   56         Affairs to reimburse the trauma centers; providing an
   57         effective date.
