    1                        A bill to be entitled                      
    2         An act relating to funds for the education of inmates;
    3         amending s. 1011.80, F.S.; removing a provision
    4         prohibiting state funds for the operation of
    5         postsecondary workforce programs from being used for
    6         the education of state or federal inmates; providing
    7         an effective date.

    9  Be It Enacted by the Legislature of the State of Florida:
   10  
   11         Section 1. Subsection (7) of section 1011.80, Florida
   12  Statutes, is amended to read:
   13         1011.80 Funds for operation of workforce education
   14  programs.—
   15         (7)(a) A school district or Florida College System
   16  institution that receives workforce education funds must use the
   17  money to benefit the workforce education programs it provides.
   18  The money may be used for equipment upgrades, program
   19  expansions, or any other use that would result in workforce
   20  education program improvement. The district school board or
   21  Florida College System institution board of trustees may not
   22  withhold any portion of the performance funding for indirect
   23  costs.
   24         (b) State funds provided for the operation of postsecondary
   25  workforce programs may not be expended for the education of
   26  state or federal inmates.
   27         Section 2. This act shall take effect July 1, 2018.
