       Senator Rodriguez moved the following:
       
    1         Senate Amendment (with title amendment)
    2  
    3         Delete lines 180 - 194
    4  and insert:
    5         (5)A state entity, a local governmental entity, or a law
    6  enforcement agency implementing this chapter has an affirmative
    7  duty to inquire whether a person is a victim of or a witness to
    8  a criminal offense and, if so, such victim or witness may not be
    9  subject to this chapter.
